We ditched confluence on illumos.org recently for similar reasons.
Confluence is just a lot of maintenance work, and will always require
people to keep on top of security updates. A documentation site like
we now have for illumos is a bit easier on the infrastructure folks as
it's just a static directory of files, and authentication for edits is
all through a system we have to have anyway to manage the other source
code. Our docs site is up at:

The other thing it gives us is a better process for reviewing changes
to the documentation. The wiki was a bit wild west, and there was a
_lot_ of content that we just deleted as part of the transition. It's
better to have a smaller quantity of documentation that's definitely
good, rather than a sprawling mess of things which are old and thus
actively misleading. The wiki model seems to have lead us down the
latter path, so we're trying the docs site approach.
It seems like a good approach for OpenIndiana as well!
