The only remaining question is why HP disabled these bits; Do they know something that makes their decision technically well-motivated, or are they just playing a marketing game?

This is not a hacked BIOS.  It is a BIOS where some AMI configuration
panels are enabled, using simple "on/off" values in a special area in
the BIOS.  You can actually create it yourself if you have the tool AMI
provides for BIOS customizing.
