Ok. I was stupid (again). It wasn't a networking issue, as I was able to login as root once I changed PermitRootLogin to yes. So I started looking at other things, and discovered that when I created the user, I did not specify the login shell. Therefore, it was set as /bin/false instead of /bin/bash.
