Well, there might be reasons for administrative stopping of
the watchdog. Say, to try a different driver or daemon ;)

Of course, in this case the SMF stop might do nothing, and
the daemon can be killed manually by admin - if he knows
what to kill. SMF restarts would be tricky though (a start
method should kill pre-existing daemons and/or do nothing
and "exit 0")?...
