You must be running some other OS then, since Solaris-based OS'es have
always had a default runlevel of 3, and use SMF to control which services
start.

(Before SMF, the login GUI started at the end of run level 2 startup.
 The difference between 2 & 3 was remote services like http & nfs,
 there was no run-level for multi-user-without-X in Solaris.)
