Wouldn't it perhaps be nicer just to unexport these? I think TARGET_CPPFLAGS[unexport] = "1" might do it or we could do: delvarFlag("TARGET_CPPFLAGS", "export") ? Regardless of approach, this is likely going to need some extensive testing.
