The requirement would be to have this set in all cases where libtool is used "on target" which is not the way this will work. The point in disabling this code is to avoid having to relink the files in the ./libs/ directory. When cross compiling we don't execute them and libtool jumps through more hoops than we need. This therefore gives quite a nice speedup.
