You're mixing up the build time and runtime namespaces. You would add
DEPENDS = "libxcb" or RDEPENDS_${PN}-xxx = "libxcb-xfixes".
DEPENDS is build time and you use PN
RDEPENDS/RRECOMMENDS/R* is runtime and values from PACKAGES
