RDEPENDS:${PN} = "opkg"
makes it effectively TUNE_PKGARCH unless explicitly removed in
SIGGEN_EXCLUDERECIPES_ABISAFE or SIGGEN_EXCLUDE_SAFE_RECIPE_DEPS
