Recent kernels broke the ability of kconfiglib to parse the Kconfig files and offer reasons why a symbol may not be set. To address this issue, we update to Kconfiglib2 and adjust the symbol_why script to work with the new API.
We also tweak the kconf_check script to allow the specification of a list of option as "non-hardware". This allows a BSP to inhibit warnings on options that it knows are mismatched for a valid reason (i.e. -tiny kernels using common fragments with known missing dependencies).
