You can install anaconda on windows 10 and it will resolve dependencies 
automatically when you install openbabel from the anaconda cloud l. You can 
also install Ubuntu Linux subsystem on windows 10, install anaconda on the 
Linux subsystem, and then install openbabel from the anaconda cloud.
