This list is for Open Babel in general. Cinfony is I guess my responsibility and the mailing list is at cinfony-us...@lists.sf.net. However since the two is related, I might as well answer here.
I don't know anything about PyCharm, but if you can call Cinfony.bat (which sets some environment variables) before running the launcher for PyCharm, it should work okay. Let me know if you try this and it doesn't work.
