If you install Open Babel 2.3.2, then you must install the Python binding for Open Babel 2.3.2 and not those for OB 2.3.1. You can find the links at http://open-babel.readthedocs.org/en/latest/UseTheLibrary/PythonInstall.html. You should probably uninstall the old bindings first (via Add/Remove).
