You were looking at the docs for 2.3.0. See the current ones: http://openbabel.org/docs/current/UseTheLibrary/PythonInstall.html The new location of the DATA folder is listed. You say that BABEL_DATADIR was not created. Are you sure? Close the command-prompt window, and start a new one. Does echo "%BABEL_DATADIR%" still not work?
