The file you need is OpenBabelOBF.sln which has projects which build the majority of OpenBabel code. It produces several exe and dll files; some of the dll files have .obf extensions. There is also OBTools.sln which builds smaller subsidiary exe files. It would be better to send questions like this to the mailing list (https://lists.sourceforge.net/lists/listinfo/openbabel-discuss). More people have a chance to answer them and more people could potentially benefit from the answers.
