When I worked at Red Hat on iscsi, there were no limitations in RHEL 6.4 with ipv6. I think we even had boot from iscsi over ipv6 working. Older versions of RHEL 6.4 might have some bugs. I cannot remember and do not have access to the RH bugzilla so I cannot look it up for you. There are some RH people on the list. I was waiting for them to reply.
