We are on 3.2.8 and I can see 'edit holdings templates' under Local Admin but there's no defaults tab, just a holdings template screen. Maybe it went away sooner. I believe this was done so that templates could be created without having to go through a bib record.
I know I liked this in xul, so we could hide floating, deposit, and deposit amount. There was a library that saved floating=yes in the new books template. It would be nice to have this as a library setting in the web client.
