I'm unable to reproduce this issue.
I opened a PDF, zoomed in to 10,000% using the zoom dropdown, then using the
same dropdown selected Fit Page. I was still able to scroll up and down on the
PDF.
Is it specific to certain PDF files? Does it happen if you try the same process
in another user account?
