Problem still exists in 2024. Not a single printer setting is persistent.

I have two printers, and for both KDE ignore any changes to the printer
settings. And for some reason, it defaults to letter size (I assume because my
local is configured for American English. I wish to not have to use American
English locale, I only want American English the language. This is a different
problem).
