SUMMARY
Okular is alway in English. No translation is available.
STEPS TO REPRODUCE
1. Use Okular 24.08.03 from Flathub, official KDE build from
https://flathub.org/apps/org.kde.okular
2. Settings -> Language
3. Choose German
4. Close Okular
5. Restart
OBSERVED RESULT
The user interface is still in English.
EXPECTED RESULT
The user interface is in German.
