Said that, fixing Bug 387490, would be a nice starting point. However, my experience tells me (I may be wrong though) that these errors happen because okular tries to load a pdf file from an URL before the network is connected. See also Bug 397638 that also refers to a bug that emerges because applications are restored to early, in this case before the appmenu kded module is set.
