A move annotation in the Edit menu is not a good idea at all, a right click context menu would be workable, but our menus are more than big enough already. Ctrl+drag is a *very* used pattern for moving stuff in "editing" applications and is explained in the manual and in "Google how do i move an annotation in okular" So I do not think there is a need for change.
