This wish still applies to Okular.
I personally think it should be resolved as WONTFIX, because it is actually
possible to customize the toolbar to provide the buttons as requested — they
are just not part of the default toolbar —, and my guess is most users would
open documents with the right orientation.
But I will leave it up to the Okular developers. It is certainly a trivial
issue to fix, just need to decide whether it will or not be fixed.
