I was able to fill this form with adobe reader on windows machine. The example document from addobe http://help.adobe.com/en_US/Acrobat/9.0/Samples/interactiveform_enabled.pdf works fine. This bug is important because one, who use linux, could not submit offical document electronically, as this is required by Russian government.
