I could add a single button to my toolbar that gives a drop down selection of review tools, and that saves much more space than having an thick review bar on the sides/top/bottom of my document. Also, given that Okular has a "trim margin" feature (which I happen to always use), there really are no borders or otherwise whitespace that could be best filled up by a hideous review bar.
