Hi,
Okular does not load nor render PDF documents by itself, but uses the poppler
library. Thus you should report the problem to the poppler's bug tracking
system, at https://bugs.freedesktop.org, "poppler" product.
In case you wonder why it works in some PDF viewers based on poppler, they use
a different poppler renderer than the xpdf-derived one used by Okular.
