Yes -02 is the latest.  Nothing has changed in quite a while. I'll poke the author to upload a -03 but I won't expect any changes other than editorial.

    working an OAuth Profile for Open Public Clients

    As part of the discussions between our respective chairs that
    resulted in this work being done in MAILMAINT, we agreed that we
    would have the OAuth WG review it before publication. We believe
    that this document is nearing the finish line, so we would like to
    request such a review from the OAuth experts before we do our own
    WGLC in MAILMAINT.

    I know that IETF 125 is quickly approaching, but if we could have
    some reviews in the next 2 weeks, we could discuss the feedback
    during our session in Shenzhen.
