Additionally (via the Frontiers of Identification list-serv), from Paul Guris, as well as the previous to that from Paul Lehman, et al, on the current subject of some waterfowl - geese - & others:

In part, Guris comments on waterfowl kept by aviculturalist / fanciers, as 'pets' & such, which is a factor in looking at some of these birds, such as certain Smew occurrences in North America, such as in Ontario (Canada), not that this fully discriminates from the potential for natural vagrancy but is a consideration (& regarding some water-bird sightings, in particular.)

Public access to all the ID-Frontiers list archive, for those not subscribed or regularly looking, a fine resource.

Theres a lengthy article available in PDF-file format (approx. 2+MB), found at: http://www.utahbirds.org/RecCom/IDhelp/Cackling_Goose-NAB.pdf (perhaps will be, or has been, updated, & it's clear that further discussion & work is to take place)

Interesting; some of the goosing-up does seem much needed (in the sense of invigorating more discussion that is!) - thanks to all, & again to New York's Peter Post, for sparking it, in such a good way.
