That points to one of the significant flaws in the Atlas report. According to the criteria, the mere sighting of an Osprey any one time in a county between mid-May and August over the course of five (six?) years makes it a "Possible" breeder. With this conspicuous, and too often misidentified, species, the bar may have been set too low to warrant this breeding designation.
But yes, they definitely are increasing in numbers and expanding their breeding range in New York State. Here in the Hudson Valley, they have successfully nested in the past few years. I'm sure the offspring will continue this trend.
