I am loathe to recommend any JS WYSIWYG editor, but we currently use TinyMCE 
and it is at least widely used. I note that it has a plugin[1] for dealing with 
pasting formatted text. Another tip: don't use any of the integration gems for 
TinyMCE, they are all fairly unnecessary.
