I can definitely recommend Nordic Ruby, if only because I'm going to be speaking there this year :)
I'm also going to Ruby Manor, La Conf and Scottish Ruby. Ruby Manor is a great, affordable one day conference and last year had one of the best selection of talks I've seen at a conference, partly because of the way the talks are groomed by attendees ahead of the event. I can also heartily recommend Scottish Ruby, it's always a great conference with great content and the costs are theoretically lower than those abroad.. I did go to Railsberry last year, and although it was very well put together and I lots of fun (Krakow is a great city), I was disappointed with the content. Looking at their CFP process, it does looks like they're making an extra effort to programme an interesting schedule this year. In terms of what I get out of attending these conferences, one part of it is meeting with fellow Rubyists, both new and old, and having the sort interesting discussions that only seem to happen at conferences. I wouldn't call it networking as such, but it really is invaluable to be able to hang out with the sort of Rubyists who care enough to attend conferences. I also do go for the content. Pretty much every conference is video'd these days so you can watch the talks online shortly after the event, but I'm never able to make the time to watch these videos! Going to a conference forces me to step away from my laptop for a couple of days and properly engage with talks, absorb news ideas and discuss them face to face with fellow attendees.
