First off, be very careful about PoE. All of the low end switches I've looked at have fairly low total PoE wattage available. If you are wanting to power what are typically low power devices (like phones), you'll probably be alright. Cameras and access points are another story.
I'd recommend using separate switches - PoE 100mb for the PoE devices, and plain old switches for your non PoE devices.
