Well, this is not an automatic delay option, but you can place footnotes manually: https://wiki.contextgarden.net/Footnotes#Placing_Footnotes_Manually
It's probably a bit tedious if there are a lot of footnotes, but for the occasional note it might be ok. You can probably define a command \delayedfootnote where you first store the footnotes in a lua table and then flush them out all at once with another command.
