Sorry, but I’m afraid that I had to comment out the link to attachments
information, since there is no such feature.

ConTeXt has a link to external PDF documents (/GoToR actions), but no
link to attachments (/GoToE actions).

An easy way to confirm this is to compile the source and then remove the
 external PDF document. You will have the attached document, but the
link won’t work when the external document isn’t available.

The PDF spec includes some samples of links to attachments:

I have a crappy patch that allows only direct links to embedded children
(no file attachment annotations).

I think it would be worth to allow /GoToE links to children and parents
(using ":>:" and ":<:" instead of "::") and for both embedded files and
file attachments.

I could try to provide some code for this.

As for the feature, it only works for PDF.js and Acrobat.

But I use it on a daily basis. It is the easiest way to make most people
go to an embedded document (without requiring them to understand what an
embedded file or attachments in PDF documents might be).

It would be great whether this feature would be useful to you or any
other from the list members.
