there is an \ifinframed conditional, such as in:

  \starttext
  \framed{\ifinframed a\else b\fi}
  \ifinframed a\else b\fi

  \framed{\doiftextelse{\ifinframed a\fi}
    {framed}
    {not framed}}
  \doiftextelse{\ifinframed a\fi}
    {framed}
    {not framed}  \stoptext

This may help to achieve what you want.
