I'm more interested in changing the baseline requirement for notmuch-emacs to emacs 27 than in shipping two address completion frameworks. Emacs 27 is about 4 years old now, so should be available for most people (but not all). From a debian point of view, the last version that shipped with emacs pre-27 has fallen out of long term support a month ago, and even that version has emacs 27 in backports.
