URL: https://github.com/apache/thrift/pull/3928

Ubuntu 20.04 left standard support on 2025-05-31, and `ppa:ondrej/php` no
longer publishes packages for focal: its focal index has not changed since
2025-06-09 and lists no packages. `build/docker/ubuntu-focal` installs PHP from
that PPA, so the image cannot be built at any PHP version. No CI job builds the
images under `build/docker`, so nothing noticed.

This removes the image and every reference to it:

   - `build/docker/ubuntu-focal/Dockerfile` is deleted.
   - `build/docker/README.md`: focal leaves the Supported Containers list and
both version tables, together with the `python2` row, which only focal had.
Jammy, now the oldest image, is the default in the examples and in the `DISTRO`
description.
   - `.travis.yml`: `dist: jammy`, default `DISTRO=ubuntu-jammy`, and the focal
docker and autotools jobs are gone. Travis CI no longer reports on this
repository, so this only keeps the file consistent.
   - `lib/perl/build-cpan-dist.sh`: the comment names ubuntu-jammy.

   `git grep -i -w -E 'focal|20\.04'` now finds nothing outside `CHANGES.md`,
every version-table row keeps four columns, and `.travis.yml` still parses. The
images are all LTS releases; adding Ubuntu 26.04 is THRIFT-6350.

#3926 (THRIFT-6334) also edits the focal Dockerfile and the PHP row of the
docker README, so whichever of the two is merged second needs a small rebase.
