   Added `OtelInit.init` to both remaining entry points: `TexeraWebApplication` 
(service name `texera-web-application`) and `NotebookMigrationService`, which 
now also `dependsOn(Observability)`. All eight Dropwizard apps initialize 
telemetry.

Review Comment:
   Wrapped the whole `init()` body in a `Try`; a missing or malformed 
`observability.conf`, or any build failure, now returns `None` with one WARN 
instead of throwing into `run()`, including when telemetry is disabled. Guarded 
at `init()` so the test entry point still surfaces failures.
