There's a separate/intricate workflow for releases that go beyond just merging 
or cherry-picking PRs. I think the proper way is to add minor version targets 
as labels to the PR, and tooling should pick up the PR for next release.

The release process at the ASF is bit slow [by design, includes release 
candidates and a voting process], so if you want to move fast I'd recommend you 
pull in the tag and package your own release, should be as easy as pulling and 
`git cherry-pick {SHA-in-master}`
