   ### Bug description
   
   I am trying out the new tooltip introduced in #27950 and loving it!  However 
I notice nonsensical results on mixed charts that have two y-axes.  For 
instance:

   This chart shows volume of workorders and the % that meet some criteria.  
Those things are getting combined, leading to a confusing tooltip as N = 163 
and 46% cannot be summed to get 16,346%.
   
   For charts with two axes, the old tooltip behavior should be retained -- 
this from 4.0.2:
