Ping on state: this PR is approved on the code, but `pr_build` fails and it
cannot be merged yet.
The only failing test is:
org.apache.shenyu.client.core.disruptor.subcriber.HeartbeatFailureIsolationTest.failureDoesNotSuppressOtherUrisOrSubsequentTicks
That is a disruptor-queue test in `shenyu-client-core`, unrelated to the
admin scheduler fix in this PR, and it is failing the same way on other
unrelated PRs. It is a known flake; please rerun the job.
