Taking this. Will submit a PR shortly. Root cause: `AbstractLoadBalancer.select` short-circuits a singleton candidate list before `P2cLoadBalancer.doSelect` runs, so the inflight increment is skipped while Divide's P2C completion callback still decrements it. Fix pairs the accounting in `P2cLoadBalancer.select`.
