CI note: `build (shenyu-integrated-test-http)` fails in `CryptorResponsePluginTest.testWhenDoesntExistFiled` (`Expected: is "10001" but: was null`), but this is a pre-existing regression on `master`, not something this PR touches. `11a39fda3` (#7903) changed `CryptorResponsePlugin.fieldErrorParse` to throw `CRYPTOR_RESPONSE_ERROR_CONFIGURATION` (-116) instead of returning the original body, while the integrated test still asserts the old passthrough contract. The same job fails on the `master` push for `679a9eb69cb5fc61f1ae242c8f5bdd4011ead8f7` ([job 119079963808](https://github.com/apache/shenyu/actions/runs/39554456101/job/119079963808)), which is before this branch existed, and the last green `master` integration run (`7be323f42`) predates that commit. This PR only touches `shenyu-common` constants and `shenyu-plugin-ai-token-limiter`; the cryptor plugin and its integrated test are unchanged. Reported as #7968 so it can be fixed on its own.
