Fixes #6732. Master already uses an instance-owned handler map. Add regressions that construct two handlers with distinct subscribers and verify both ordinary events and namespace snapshots still reach only their owning connection, including after the other handler is constructed. All 20 WebsocketDataHandlerTest cases pass on Microsoft OpenJDK 17.0.18. Checkstyle, affected-reactor Apache RAT and git diff --check pass.
