Hi, I would like to work on this issue. I reproduced the cache behavior using the existing ScaleRuleCache: initializing or adding two rules with different IDs but the same metric retains only one entry. Deleting the surviving rule leaves the cache empty. I propose storing rules by rule ID and adjusting the service's rename handling, with regression tests for initialization, updates and deletion.
