close #7687 Expose logging queue admission and capacity metrics through the existing Prometheus endpoint: - Add accepted/dropped counters and queue size/capacity gauges for both single-client and multi-client modes. - Use only `collector` and `mode` labels to keep cardinality bounded. - Exclude sampling, inactive collectors, missing clients, and backend send failures from admission-drop counts. - Preserve existing admission behavior and report live queue state, including retained backlogs after capacity or mode changes. Added 20 test cases. All 97 relevant tests passed, along with Checkstyle and Apache RAT checks.
