### Motivation
In `DividePlugin`, `headerMaxSize` previously summed only the byte lengths
of request header *values*:
```java
long headerSize = exchange.getRequest().getHeaders().values()
.stream()
.flatMap(Collection::stream)
.mapToLong(header -> header.getBytes(StandardCharsets.UTF_8).length)
.sum();
--
