Part of #7566. Conditional task: it is only required when the tracing plugin should be managed from the dashboard (design decision D1 option b in the parent issue). ## Scope - Control plane registration of the tracing plugin: `plugin` and `plugin_handle` rows in the DB init scripts of all five dialects, plus the matching upgrade scripts, with a `sort` value consistent with `PluginEnum.TRACING`. - Enable and disable the plugin from the dashboard, propagated to the gateway through the data sync channel. ## Tests - The plugin appears in the admin plugin list. - Enable and disable propagate to the gateway plugin chain. - The scripts execute on each supported dialect. ## Notes Without this task the plugin follows the same local configuration model as the `metrics` plugin, which also has no row in the `plugin` table. -- This is an automated message from the Apache Git Service.
