Init-gate regression was observed failing before its fix, then passing. - Main affected 189-module reactor compile/test-compile/checkstyle passed with unrelated tests intentionally skipped; active Consul modules, default dependencies/config, and distribution licenses are removed. Other sync/registry channels and stable shared constants remain. - This is real listener-to-gateway boundary coverage; a complete `shenyu-admin` controller/application deployment is not claimed. - Expanded pinned core-API CI preparation passed, including all five extra gateway plugins required by the test POM. `git diff --check` passed in both worktrees. - Logs: `consul/final-full-verify.log`, `consul/admin-listener-init-gate-verify.log`, `consul/store-real-consul-gateway-boundary.log`, `consul/main-cutover-build.log`. The main PR stays draft until receiving CI/E2E and artifact-publication gates pass.
