Purpose: - Speedup spring downloading in GitHub CI maven building Changes proposed in this pull request: - `ci.yml` and `it.yml` are changed, run `./mvnw versions:resolve-ranges -ntp -Dincludes='org.springframework:*,org.springframework.boot:*'` before `Cache Maven Repos`.
